Increase the bore, the stroke, port the heads, use a camshaft with more lift and a little more duration, Edelbrock manifold (or fuel inject), etc. Basically the same principles you use to make any engine more powerful (save for blowing or squeezing the engine). It doesn't sound like you have the resources to do it, so save your money...'cuz where you're located, it's gonna cost you a lot.

Until then, beat all of the rusted metal off the truck (saves weight = speed) and try to choose driving routes that are primarily downhill.
