You need to be a bit more specific. there are a lot of ways to do buggy spring shackles.. me, Id use stock shackles..

I have 1 1/4 shackles right now I was wandering how the shackles mount to the buggy leaf and the axle leaf? I wasn't sure if it had to mount to the fram some how?

well.. in all the applications Ive seen, you mount the buggy leaf itself to the frame using square like U bolts, mount one end of the shackle to the end of the buggy leaf NOT mounted on the frame, and mount the other end of the shackle to the regular spring.. don't know if that made any sense.

that makes sense. the buggy spring is not a complete spring pack it's just the main spring with the two spring eyes in it correct?

all the buggy springs Ive seen are only 1 leaf, with an eye at one end, and you either drill the spring into the frame on the opposite end of the shackle end, or hold it on the frame with u bolts. Hope all this helps.

Buggy spring is like half of a regular spring. It does get bolted to the frame usually, then the shackle connects that to a regular spring. Wheel-hop is common, and I've heard a buggy spring will sometimes try to turn the whole axle during acceleration. But a good kit has ways to cure these, so do your homework before you jump in head first.

M.O.R.E. Shackle reversal and buggy springs (http://www.mountainoffroad.com/catalog/srs/srs.htm)

M.O.R.E. has some good photos and explains the buggy spring set-up pretty well on their website!

Here is what the spring looks like:

Here is a kit:

You bolt it to the frame like this:

!! DO NOT TRY TO ADD RUBBER PADS BETWEEN THE PARTS !!

Your rig will just twist up the rubber.

Then attached the shackle between the eye of the buggy spring, and the eye of the main leaf in the spring pack.

Looks like this:
