how do you get that collor off of the axle so that you can change the bearing?

Either
a) a really long puller, or
b) cut a slot into a sheet of steel that'll fit under the bearing, and push the shaft out of the bearing & collar with a shop press

Take a cutoff wheel and start cutting through the collar. Once you get close to the axle shaft it will pop. There will be a crack in the collar and it will come off.

That is how I do it. Cut the collar and about 1/2 way through it will crack open. There is a lot of pressure there.
To get the bearins off I rip off the cage and start to cut into the race, but not too far. I then heat it up and use a small air hammer to push it off. Rotate the axle while doing this and be careful not to nick the shaft.

You can try to use a 1/4-1/2 in. diameter bit,drill the whole 3/4 way thru the retainer ring.Strike sharply across the hole with chisel and hammer.Heat may damage the axle.
