Since I don't have a title or a VIN number on my chassis or my body (stretched 1973 CJ-5), I'm in kind of a pinch with DMV.
My idea for getting around the smog nazis and the DMV rules is to buy a POS 1973 or earlier pickup, car, station wagon or whatever from a legit seller, steal the VIN number off of it, bolt it to my CJ's dash, and use the title from this vehicle to register my buggy. The question is, does this fall under the provisions of federal law that prohibit VIN tampering? How much of the original vehicle must stay with the VIN number? Would anyone know or care that the vehicle I'm driving is not a Chevy Nova station wagon (I'm sure I might get an odd look if I'm ever pulled over....)?
Is this a viable plan?
