DETAILS
This interim rule called, "National Environmental Policy Act Documentation Needed for Certain Special Use Authorizations" proposes to give local forest service land managers more discretion. It has made it clear that land managers can categorically exclude a project from further environmental documentation (an Environmental Assessment or an Environmental Impact Statement) even though certain resource conditions are present.
Examples of "certain resource conditions" are steep slopes or highly erosive soils, and threatened or endangered species or their designated or proposed habitat. A land manager must consider these conditions, but can determine that their presence has no effect on the project. The project can then go forward without further review.
You can see that this local flexibility can make it easier to implement on-the ground projects where real environmental protection and recreation benefits can occur.
