Looks like the rate is determined by what ever length bar you get and how long you make the arms. Do you have the specs on the rates and what the max angle of twist of each length bar?

the rate of the bar is dictated by the length and where you drill the holes in the sway bar arms themselves ....
they are about 5percent softer than a Currie

The aluminum arms have the splines cut in them, and they fit nicely on the splined t-bar. You will need to drill the hole in these arms to accept the rod-end.
I put a 33" sway bar on the rear of my coilovered 4runner that has leafs upfront. It made a big difference and I am very happy with how it works. It doesnt seem to limit my flex at all, and i think it actualy increased my flex. My rig was wheeling like the IFS until this was installed. The bar forces my front to flex, and therefore I can get a front tire 38" off the ground before I lift another tire. Without the swaybar, I could only get the front tire like 24" off the ground before the rear tire would lift off.
so, if you think you might need a sway bar,,,,,,you probably do, and you will be happy with the results.

Gun Drilling all depends on how much twist you want out of the bar...
I run a solid bar on my TJ with 14 coilovers and love it....ill see if I can find a pic

the od is 2 stage .. splines big taper down to big to taper down to big splines ....
1" to 3/4 to 1" to 3/4 to 1"
