There are ways to to that. If it has 7500 miles it's used and it can be done if it replacing a broken down or seriously damaged car. But, buying a new one is impossible unless you meet a few different criteria. One option that I haven't looked into is "purchasing it" from a relative. Might be a untried loophole. There is a rule to not pay certain fees if you get it from a parent/child/grandparent/grandchild, but I don't know if that means it has to be a California car for that rule to be in effect.

If you have a relative in a different state you can register it there and bring it back to CA. then after a year just register in CA.

Check the TDR like said above. It's been done but it's not easy. You could always buy a used one. Mine has 11,000 on it. Interested? ;)
