YES...

BLM can't find the time to do this in house, so I call around for a simple EA and I'm quoted $5,000.00 to 12,000.00 US $$$:eek:

This is crazy, it's an area that has been raced upon in the past, just a few differences like dates and and how many laps (desert race), but this is holding true for the rock crawls also.

Does anyone out there have a friend or family member or know of someone in the industry that writes these.......

Simple--EA--oxymoron.
EAs are not simple, there are hoops that must be jumped thru to meet NEPA requirements. $5000 would be a bargain, $12000 probably high depending on the area.

The part about the BLM not finding "the time" to do an EA in-house is a matter of priority and political pressure: if enough political pressure is applied it will become a priority.

Two years ago an IMBA National Competition Event at Big Bear CA was in danger of being cancelled due to the EA and CBD stipulated monitoring of the event trails being incomplete. In the two-weeks before the event the USFS District Ranger & SBNF Forest Supervisor were persuaded to "find" over 400 man-hours of Biologist and Engineering labor to complete both tasks and approve the event.

What BLM office (ID who needs persuading)?

Who is on the DAC/RAC for the area (established channels of assistance, go with friends to the front door)?

What local businesses benefit from the event (rally the locals who will lose income if the BLM cannot "find the time")?

Who's Congressional District (who can assist the persuading)?

Right now the EA is your problem, and you are thinking like a contractor with a self-sufficient solution (what is needed in the long term). You also need to think like a bureaucrat and seek political help to persuade the BLM that making the EA a priority is their problem (because even if you self perform an EA, the review needs to be their problem).
