Does it have instructions..?

I found this:

No Primer required:
Steel, Manganese
Iron, Bronze
Copper, Nickel
Brass
Titanium
Magnesium

Primer required:
Zinc, Bright Platings
Pure Aluminium Anodized Surfaces
Stainless Steel Passivated Surfaces
Commercial Aluminium, Cadmium,

Otherwise I have no idea..

Permatex Anaerobic sealant/gasket maker.

Anaerobic sealant is much like RTV sealant in that it can be used either to seal gaskets or to form gaskets by itself. The main difference between RTV and Anaerobic is that the anaerobic cures in the abscence of air.

I know what it means, normally it's a word used to describe a strain of bacteria not RVT.

Yea prep the surface, you would hate to do it twice!
