it depends on the severity. It is hard to tell from your pics. Sandblast it, if it is too deep cut it out and weld in new. If it is not too bad use the wire brush and then use the POR15 system. Just make sure you follow the directions exactly. THe stuff works great. After the por15 on mine I lightly sanded the por and had the bed sprayed with Linex. I don't think I will see rust in my bed. I had the whole underside and inside of the bed done.
