I picked up a pair of F-150 leaf springs to hold up the rear of my 79 Scout. Can the short side of the offset go towards the back, for better departure angle? How does that affect wheelhop?

Yes and yes. You will need to run an antiwrap bar but you need one for most any spring over IMO. Go for it but build a wrap bar if you don't already have one.
