my stupid computer won't allow me to search correctly EVER...so if someone can post the dates, times, and places.....or links to all the meeting threads about the rubicon and jergen's trail.....it's for a last minute faggy project for polysci! I don't need the one about the latest jergen's meeting because it's in plain sight.
Also if there are legal summaries and or personal summaries available I would appreciate those too.

I went to one meeting at a court hearing room in auburn where we had a great turnout and what not.

SUBJECT: STATUS OF McKINNEY-RUBICON SPRINGS ROAD EROSION CONTROL REPAIRS PROJECT
Placer County would like to thank those who have provided comments and offered assistance for repairing McKinney-Rubicon Springs Road. We have received numerous ideas, suggestions, and volunteerism offers through both the March 26, 2001 public meeting and various correspondence. The County gathered input and solicited assistance from other agencies that have an interest in this road at a meeting held on April 10, 2001. We discussed the necessary short-term repair activities within Placer County's jurisdiction as well as identified the need for a long-term, entire Rubicon Trail Management Plan.
The County has secured funds from the California Tahoe Conservancy and California State Parks-OHV Division for repairing the upper, unpaved portion of McKinney-Rubicon Springs Road this summer. Additional funding in the form of sponsorship from DaimlerChrysler is being investigated. Grant applications will be prepared in time for the July 1, 2001 due date for the State Parks Off-Highway Vehicle Grant Program for further repairs as well as water quality monitoring activities for next year.
During the 2001 summer construction season, Placer County intends to make use of volunteers to the greatest extent possible to complete innovative roadbed repairs. Initially, the County must inspect the condition of the road as soon as the snow has sufficiently melted in order to develop a detailed repair plan. Tentatively, the County expects to have volunteers assist in completing the needed repair work from July 27 through August 5, and revegetation from September 14 through September 16. Don Klusman of the California Association of 4WD Clubs will serve as the main point of contact to organize volunteer efforts. Over the next few months, we will also work on signing, enforcement, and long-term voluntary maintenance programs. Again, thank you for your continued support of Placer County's goal to protect surface water quality and maintain public access to this historic route.

As you may or may not be aware, Placer County received a notice of violation letter on December 1, 2000 from the Lahontan Regional Water Quality Control Board (Regional Board) for discharging and threatening to discharge wastes from McKinney-Rubicon Springs Road to McKinney Creek in violation of Cease and Desist Order No. 6-94-20. The portion of the road that is within Placer County's jurisdiction is approximately from Evergreen Way to approximately Miller Lake. Per the due dates outlined in the Regional Board letter, the County was required to propose a spring 2001 strategy to reduce OHV use during saturated soil conditions as well as submit a conceptual plan for repairing and/or reconstructing erosion control/runoff treatment measures for McKinney-Rubicon Springs Road. The Regional Board letter specifically stated that failure to submit the requested information would result in the imposition of administrative civil liabilities of potentially $1,000 per day of violation. In response, Placer County submitted a letter on January 22, 2001, describing the County's commitment to not perform early snow removal on McKinney-Rubicon Springs Road, as well as plans to temporarily preclude access to the road by using snow and/or boulders at the Evergreen Way entrance until conditions are acceptable for the entrance to be re-opened in or before May 2001. The County's response letter also described plans to evaluate the conditions of the road as soon as access is possible in 2001, and to rebuild or repair, as appropriate, all upper road section erosion control features.

The first Friends of the Rubicon meeting is set for April 25th from 7-9PM in Sacramento, CA.
(please read below for contact information!).
The first meeting agenda agenda/purpose will focus on a few things then expand from there. Here's the main goals for the night:
1. Identify the users of the Rubicon (us) and who they represent (and see if get a fix on how far reaching the efforts might be).
2. List the issues facing the trail and OHV useage.
3. Prioritize those issues.
4. Figure out what next steps need to take place from those priorities, including determining who needs to be the signatories to any agreements or MOU's with the Lahontan water folks and/or Placer County. Probabley a small group of representatives to do the signing, with all of us pitching in to do the work when it comes time.
This is ONLY the FIRST meeting. Don't fret if you can't make it. The Friends Of The Rubicon will keep you thoroughly briefed of what happens and where they want to go next.
