Friday, Dec 21st Deadline To Save Forest Use

All Users Must Call Or Send A Message NOW!!

What's the problem?

December 24th is the deadline for USDA Under Secretary Mark Rey to decide
whether or not to use his discretionary authority to review USFS Chief
Bosworth's decision on the Sierra Nevada Forest Plan Amendment - the
Framework - Final Environmental Impact Statement and Record of Decision.

If this giant ecosystem management land grab is allowed to go forward by
the Bush Administration, it will reduce or eliminate many user groups from
11 national forests in the Sierra Nevada Mountains of California and
Nevada.

Why should I care if I don't live in California?

Because if this giant ecosystem land grab goes through, the Forest Service
plans to use it as a model to control and manage all other national
forests. All multiple-use and recreation in the forests will be reduced
or eliminated.

Background

The Framework process has been on-going for years beginning in 1992 with
the California spotted owl interim guidelines, meant to protect the owl for
only two years until final guidelines could be developed. The USFS has
failed miserably over the last 9 years to define what protection measures
were necessary and follow federal mandates allowing multiple use of 11
national forests in the Sierra region. The Framework is their latest
attempt.

Decision Made by the USFS

The Framework decision was signed on Jan. 12, 2001. By April over 200
appeals were filed, noting hundreds of procedural and legal violations and
deficiencies. Chief Bosworth affirmed the Framework FEIS and ROD, denying
all appeals on Nov. 16,200.

It implements an alternative that was never disclosed to the public during
the process and will wipe out recreation cabins, grazing, timber
harvesting, recreation and mining in the region. The USFS determined it to
be 100% right and the public 100% wrong on every single issue raised.

TAKE ACTION THROUGH DECEMBER 21st

At least 25,000 letters need to be faxed by Dec. 21st to the White House
and the US Department of Agriculture.

Don't assume someone else will do it.

Do not fail to do your part.

Our last effort generated 15,000 emails supporting a review by Under Sec.
Rey. Now will users MUST GENERATE MORE.

Mark Rey, Under Secretary of Natural Resources & Environment, may use his
authority to review and overturn Chief Bosworth's decision affirming the
Framework. Currently Mr. Rey has called for the record and has until Dec.
24th to decide if he will review the decision. We sent the message loud and
clear the first time. Everyone must push for step 2! Please fax a letter
to President Bush, Vice President Cheney and Under Sec. Rey underscoring
your support to REVIEW THE DECISION and REMAND IT BACK to the Regional
Forester with clear directions to correct the document.

Senator may be reached at the Capitol Switchboard at (202) 225-3121. One
number gets them all. Ask them to urge Mark Rey to undertake a 30 day
discretionary review of the Sierra Nevada Plan. Save your cabin or other
special use. Keep access to the forests. Don't allow the Forest Service
to take your property by cutting off access.

you every Congressman. This line may get busy. If so, use the regular
switchboard number. Do not fail to make your calls.

Yes, steve this belongs here. -but its already been posted for a while, just with a different heading (the one right above this one - "Letters needed" )...but I'll leave it since it is such an important issue.. maybe the new title wiil catch new viewers.... FYI - Its also in several other forums and stuck to the top of one....Thanks for being involved - I'm looking forward to working with you in the future to retain public access to public land...
