Have you checked the turn signal switch itself?

It doesn't sound like the same issue that I have with mine. Mine has a tendency to not come on depending upon what position the steering wheel is in. If the wheel is straight, the pins that re-center it after a turn prevent it from allowing the turn signal to turn on.
You might want to check the turn signal lever itself.

my .02 is check the ground on the blinker itself....you'd be suprised at how some electricity will work one way but not another.
also, if your blinker fluid is really low, 1.5 qts doesn't seem like enough, i once had to replace one of them hydrolic blinker fluid lines, and it was a PITA, big time. call me dumb but it took me a while to find that damn line and took me 5 hrs to replace it.............LMFAO.
