jeez I hate electrics.
I have found a bad switch so far, fixed that.
I only have .03 volts at the bulbs and the switch. WTF?
All other items off of fuse thirteen work fine, and read above 12?
Trailer wiring intact and reads the same.
oil unit is only thing disconnected, and has been for some time.
I know I know... its a bad ground and its going to take me years to find it right?

If you only have 0.3 volts at the switch, it is unlikely to be a ground as you are supplying the ground through your meter.
Go back from that switch to the source for the switch.
No, it won't be pleasant experience, never is.

I think you need to elaborate.
I'd like to know a little more about the 'fuse box problem'.
How did you diagnose it? What did you find wrong with the fuse box? How did you fis it? (paperclip???).
Inquiring minds want to know.

traced the wire (feed) by probing. - down merv.
I once melted my fuse surround by an accidental (rodent) circuit loop, so there is not exactly a perfect fit there now. It turned out to be a loose connection at the harness/panel this time.
