I live in an apartment complex and to save from telling a long story, I need to make my next door neighbors dog bark. Will a dog wistle work through the wall? What can I do that it will just seem like the dog is barking and barking for no reason?

Why would you mess with someone's dog if they don't bother you? If it's the owner, have the guts to confront them yourself.
