: Anybody savvy to Ca. smog laws?

I have a question regarding the Ca. smog laws.

I am interested in putting a SM465/Atlas combo in my 98 TJ. AA makes a bellhousing for the swap but has raised a question about smog.

There is some grey area as to the legality of the swap since I will be replacing the AX-15. By switching to the SM465 I would be loosing my overdrive. What a transmission has to do with smog is probably outlined in Ca. and the EPA guidelines on how to rape the average joe:flipoff2:

Following that logic they could ding you for changing your diff gears though.

I know at least a few on the board have or had smog referee status. any input? If it is an overdrive no overdrive issue would a NV4500 or 700r4 meet the needed requirements. Most posts I searched mention that the VIN is used, but what if a vehicle could be purchased with either a 5 speed overdrive (ax-15) or 3 speed automatic (tf-999)? No overdrive with the 999.

I live in Dixon which is not currently at smog check 2 status but Vacaville and Davis on either side are. It's probably only a matter of time.

Been dong some more digging since the post.

Straight off of the carb website:


"Transmission or Transaxle"

"Transmissions and transaxles changes alone are not legal. Transmissions and transaxles can only be changed along with their matching engine. The total engine transmission package must conform to the engine change requirements above."

With engine swaps they usualy never check the tranny anyway so if you go from a 5 speed stick to 4 speed they won't know. Just don't bring it up to them ;)

the Only Difference is between Auto and Manual!
these are the emission difference's and in the computer And Motor !!
they do not care about manual to manual swap's
keep it too your self !!!

you are reading into it too far!!

I have done plenty of swaps ! and Smog Legal !

oh yeah do A search there is plenty info out there!!

I work with several smog techs and can tell you that they never check what kind of transmission it is besides whether its a stick or auto. Keep in mind though that I work in a non enhanced smog zone. We just do the standard test, no dyno's here. I think the gearing issue might effect the dyno test.
Anyhow, my best advice would be to find a good local shop that does smogs and check with them.

I own a General repair shop in Sac. Enhanced area. We would not question the transmission if everything else was good and the check engine light did not come on.
Adam Ant nailed it. You are reading into it to far. AA will waive liability, if there were any with statements as such.
