Dear Friend,

Thank you for your interest in the Forest Plan revision process for the Angeles, Cleveland, Los Padres and San Bernardino National Forests. We
appreciate your participation and input to date, and look forward to your continued involvement in this important effort.

We invite you to continue your participation in the Plan Revision process during our next phase of community workshops to be conducted in January and
February 2002. (See enclosed schedule for workshop dates and locations.) Although these workshops are not considered official scoping (the official “scoping period” for the Notice of Intent Proposed Action ends on December 31, 2001), we’d like to continue to get your input throughout the planning process.

The purpose of the upcoming workshops is to continue the collaboration process and to give input into the development of alternatives. At these workshops, we’ll be identifying areas of agreement and disagreement relative to the Proposed Action. To help us toward that end, we will focus our workshop discussions on topics where public interest appears to be highest. While these topics may vary slightly according to workshop location and participant interest, it is likely that dialogue will be focused around these three areas:

1.the Recreation Opportunity Spectrum (ROS);

2.proposed wilderness;

3.other proposals for special designation (such as Wild and Scenic Rivers, Research Natural Areas, and Special Interest Areas).

As you might recall from our autumn 2001 public meetings, the ROS describes a range of recreation opportunities from primitive areas to those
containing developed recreation facilities. We will be asking workshop participants to explore with one another how local national forest lands might be “zoned” under ROS. As one example, we will ask you to discuss with others where it would be important to offer “semi-primitive motorized” or “semi-primitive non-motorized” opportunities, and why. Again, the emphasis at these workshops will be on constructive dialogue among the participants who we hope will represent a broad spectrum of opinions.

Discussions at each workshop will focus on a specific area of the local national forest, such as a ranger district. Meeting locations and related areas for discussion are noted on the enclosed meeting schedule.

If you are looking for some ideas, check here http://www.sharetrails.org/backcountry.htm Blue Ribbon is pushing the Backcountry Recreation Areas, and there should be some background on what is ment by that on the site (been awhile since I read it).

I think it might help some to see what other NFs have put together for perscriptions. These were used for the Southern Forest Management Plan. The Dispersed Recreation Perscription allows Motorized Recreation. Unfortunately, the website no longer has them posted. I'll look and see if I copied them and post them if I can find them.
