I was asked to build one by my jeep club.just looking for any one who might have done this,and idea's also, materials to make it from ,want to keep it portable to go with the RTI ramp to different events.I would like to keep the ramp's and center beam seperate so that we could strap it to the RTI ramp

Why don't you just consider some type of balance block, that would be much more portable:

that is too easy, they don't rotate at the same time so one can be tilted back, one forward but you still won't tilt off
