: california/oregon emmisions test ?

If I buy a jeep with a diesel in it stock, and I title it and register it in oregon as a diesel will I ever have to have it looked at again by "the man" or can I then drop in an older 350 smallblock, and forget about emissions?

what if I eventually move to california? do I need to keep the diesel to swap in so that I can register it there as a diesel and then will I be able to swap in thev-8 after it's registered? or can I get away with the oregon registration that says it's a diesel?

Do they inspect vehicles when you bring them to cali to make sure nothing has been changed from original? or if the paperwork says diesel do they just wave you through no problem?

Here is the Central Valley they set up road side check points and robot infrared sniffers with a cameras on the freeway on ramps.

I drive a 69 GTO for two weeks straight each summer and I was flagged in to a road side sniff point twice in two weeks. All pre 73 cars/truck are smog exempt from biannual checks, but they can't be gross polluters.

He brings up a good point though. If a truck is pre-smog, gets a diesel put in it, does it need to be tested for diesel emissions?

IMO, or from what I know about Oregons system, if the frame is pre-smog, then it doesn't matter what is in it. If the frame is post-smog then you have to have an engine installed that will pass smog inspection and have all of the applicable smog equipment that was required at the year of manufacture.

If you put in a diesel motor into a post-smog frame, I am not sure what will happen. Hmmm....

CA is talking about testing diesels to make sure they are still diesels, no smog requirements, just a visual. Two choices, befriend a smog guy, or more the rig to Off Highway use only. OS is right about the road side sniffers. If you ever see a trailer parked on the off ramp with probes near the road way go on to the next exit.

not resemble the original make of the vehicle dismantled. A
specially constructed vehicle is not a vehicle which has been
repaired or restored to its original design by replacing parts.

here's the deal the truck is an 1986 jeep cj with a stock diesel (ex-military, post smog)

I'm buying it in Cali
shipping it to orygun
then registering it in portland as a diesel
then swappin the body onto a home-built frame with a small-block chevy (1970's motor)

but then eventually I may want to move to cali
(i'm sick of this gosh darn rain!)

should i just keep the diesel?
(think my girlfriend will mind storing it in the laundry room?)
and just swap it back in when I head down there?

I should probably just put in a current or newer v-8, but My trust fund hasn't kicked in yet (and never will since i'm born of dirt poor country folk)

I guess my question was "do they check out diesel in Cali?" and the answer sounds like not now, but eventually. not to mention the sketchy roadside emmissions testing! sounds scary!

maybe I should just move to AZ where it sounds like anything goes.

the first part of your post seems a little confusing?
and what if the frame is home-built and the body is not?

if i build a "specially constructed vehicle" what do I register it as? does it have to pass emissions for 2002? or of the engine?
and what if the block is from one year and the other stuff is from other years?

this brings up the questions of what is the vehicle? what happens if you build your own vehicle from scratch?
I know this is totally farfetched, but what part of the vehicle can you not but that is not an OE piece?
does anyone make custom motors? not based on an OE block but rather fully custom machined? Yes this is getting a little bit out of hand, but I always wondered what would happen if you built your own rig completely custom? How do you deal with the man? and what safety/emissions must you pass?

when you bring in a car/truck from another state and want to
reg it here in Calif, they will check it.

I bought my f-250 diesel here in San Jose in 1990. in 1992 I
moved to texas. in 1995 I moved back to Calif. the guy at the
dmv didn't even know how to tell what is a diesel from a
gas motor...... total idiot.,...... I showed him the sticker by the
fuel-filler doors.... nope..... I showed him the soot on the tailpipe.
definetly lost on that one. I showed him my operating manual
for the truck, which inclluded the diesel motor option.. nope again.
I finally found a sticker on the front rad support that said EPA,
diesel motor something.............what an idiot that guy was...

So i e-mailed the folks, this is what i recieved, call them! they are more than happy to help! I was planing on making my vehicle street legal and offroad ready. Totally Custom... But i have come into a new project, and did not need to presue the matter any more

Dane, I just went thru the salvaged vehicle maze myself, and it required both brake and light inspection and smog check for DMV to register it, and DMV had to physically verify the VIN....DMV does issue permits to do the errands, but you may have to pay the registration fees at the time you get the permit. Regarding insurance, you should check with your insurance company on how it covers new vehicle aquisitions and do as they advise.
Having said all this, if I were to do it all over again, I'd have gotten a used car with a blown engine that still had good registration/title because I ended up spending a bunch on the inspections, fixes, and time at DMV, and when I was done, the title still said "salvaged vehicle" which I'm sure will hurt when I try to sell it.

Regarding the engine change, I have asked similar questions and am waiting for the answer, so I'll forward this to the person I asked previously. My suspicion is that it is ok, except you may not be able to use the older transmission.

I asked our motor vehicle certification staff if they have to certify
the vehicle you want to build and they said they do not have to certify single vehicles built by individuals. It appears this vehicle would be deemed a specially constructed vehicle under Section 580 of the California Vehicle Code. The Bureau of Automotive Repair would deal with this kind of vehicle and they would want to inspect the vehicle for safety provisions and determine what emission controls it should have and what Smog Check standards apply based on the engine installed. The certification staff recommended that you contact Mr. Mike Powers of the Bureau of Automotive Repair at (916) 255-4519 or mike_powers@dca.ca.gov

Find the cheepest POS pre '74 jeep you can w/ current registration. Use it for all of your paperwork and registration on your project vehicle. The CA smog nazi will leave you alone if the vehicle is a "pre-74 Jeep" and won't hassle you if your paper work is in order. 99.9% of them can't tell a CJ8 from a M38A1 so its no big deal.
