Well, old carb would not return to below 2000 rpm at all, so i threw a different one on there that works fine, just needs to be tuned, I am helping my little brother and i have no clue what to do with a carb( used to fuel injection and pushing buttons) i see i have this feeling it should be the one adjustment screw on the rear right side of the carb, but am not sure, i played with it and it doesn't seem to make much difference. Could this perhaps be a vacuum problem?

Nevermind i got it. It was actually a combination of the screw and the vacume.
