If I remember correctly it was supposedly designed to exert a very low ground pressure so as not to damage fragile crops when weed spraying etc. I think it retained its normal roadwheels beneath all that skirting.

Speaking of hoovers and the mighty lucas company - I believe they did once build a vacum cleaner. Seemingly, it was the only product they ever build that did'nt suck.
