The cover is still off and there is no gear oil in it......... It might or it might not depending on the position of the center pin in relation to the "driver" for the wheel that is on the ground. You need to test it with both tires off the ground. If you hold one tire forward, the other side should ratchet backwards. If you hold one tire backwards, the other side should ratchet forward. Niether tire can go slower than the ring gear when driven on the "drive" side of the ring gear gear and niether tire can go faster than the ring gear when the pressure is on the coast side of the ring gear. They only lock both sides when one is slipping. Otherwise, one tire is ratcheting. For such a simple looking device, their operation is quite complex.
