Dont have the money for beadlocks yet- so ignoring their use in widening a wheel,
will 38x15 x15 ground hawgs fit (and run ok) on a std 15x8 wheel? I already have the wheels, and I like the fact that tires wider than wheels help protect the wheel.
I would they would fit and be ok, but wanted some opinions.

Sure it will. Lots of people run 18" Boggers on 10" wheels, you will be fine with that setup. You damn sure won't need beadlocks either.
