View Full Version : Can't smog my 76. any advice?

So Arnold screwed me when he put a stop to the rolling smog exemption law. I was waiting for May 05 for my 76 to be exempt and now it won't be.

I've got a 345 with projection and I can't get it smoged (CA). so anyone have any thoughts/suggestions? Let me hear it.

All right then,

I was thinking of buying a pre 75 scout for cheap to use the vin/title for registration. Mine is built already and I just want it registered. Other than this, does anyone else have any suggestions/tricks...

Did they do away with the referee system out there?
Heard it was a pain in the aXX but if you had upgraded your system to a later model sytem you could get it aproved.
Me personally, if the projection doesn't have the O2 sensor option then I doubt it would be considered an upgrade.

Are the holley systems CARB certified?


It's a "bolt on" system so you could just bolt a carb back on for inspection.
PITA, but it's that or find an older scout!

How is that going to help his fuel injection get approved? Especially since it didn't come originally with cats in the first place. If it is running properly it shouldn't need converters at all.

Just slap a carb back on it every two years for it's test.

Pray we get a real Governor that doesn't buckle under to the greens and Arnold mistake is reversed!

I keep hearing they have done just that. AFI still has customers going through the referee process. Unless this is something very recent? They don't even like to admit they have this process until you demand it at a lot of stations.

AFI will have a C.A.R.B. system for the Scouts late summer 05. :D

Projections aren't CARB certified so you have to put the carb back on.

My wife's 78 wont smog either I think so I was thinking about this same problem. When I built this ScoutII a fews years ago I was in NV in a no smog county. Now I'm in N. Cali. However I may be able to get a BFE/agricultrual exemption because I live in the sticks. Can you?

Or maybe something to recycle emissions thats inline of the exhaust? Just something to get you through smog.

That's not how it works. You have to have certain factory equipment in place or aftermarket replacement parts that are CARB certified.

Sorry I was thinking emission numbers were failing you not just the FI. So since you swaped your carb for a more efficent(cleaner)fuel system your getting boned by CA. Just because its not the stock junk right?

So CA leaves no other certification road(ex what EM was talking about) like getting it smogged/certified? If thats the deal then I'd pop the carb/intake manifold on.

Im not doubting you, but I would like to see this list for the sake of curiosity.

I was always under the impression that the vehicle had to meet the emissions standards/or how many ppm of Carbonmonoxide and Hydrocarbons ar released for that year vehicle. All the visual inspection is for is to see that hoses arent missing/things appear to be hooked up correctly.

Or maybe I am WAAAAY off and its completly different for Cali :laughing:

In California, for a car to be "smog legal" it must either have all it's original smog equipment or aftermarket parts that have been exempted. To be exempt, or C.A.R.B. certified, it must have an E.O. # (executive order #). Some E.O. #'s are generic and cover multiple vehicles and some are vehicle specific. Example, an aftermarket fuel injection kit that is smog legal for a chevy 350 may not be smog legal for an IH 345. Some parts have multiple E.O. #'s as well to cover diferent makes, models, etc.. You can do a search for E.O. #'s on the C.A.R.B. website and also find all the different smog laws there too. California Air Resource Board E.O. #'s (http://www.arb.ca.gov/msprog/aftermkt/devices/amquery.php)

Some states smog tests are more liberal than others and as long as you can pass the sniffer test, your golden. CA has the visual inspection and sniffer test, and there lies the problem with an after market fuel injection system, it wont pass the visual inspection.

I have a 79 Scout II that had a thermoquad carb on it. The only aftermarket carb available that had an E.O. # for a 79 Scout was the edelbrock 1905. I now have a 73 And will be transfering everything over to it from my 79, but will be going with fuel injection since it wont be subject to the smog tests. :D

I use to throw my Q-jet back on and smog it that way. but now it isn't passing the sniffer with the projection either... But everyone is right, CA smog won't pass the visual because the projection is aftermarket without a CARB #...

I've also ripped out the mech fuel pump when I did the projection, so now I need to spend money on a carb and fuel pump and run a line to bypass the FI pump. So I figure I should just try to find a cheap pre 76 instead since I have to spend the $. This way I get some spare parts too...

Good thread. Now I'm glad I didnt chuck that old 4160. Maybe I'll rebuild it and jet it really lean just for smogging the ScoutII.

Mechanical fuel pumps are cheap and when you done use it just take the hoses off.

Where in NORCAL are you? I have a spare 4bble manifold and that 4160 carb if you want to borrow it for the inspection.

Second question: Can you get an inspection on one day and the smog the next? If so then use the carb for inspection and FI for the #s.

It's all done at one time. They first do the visual and then the sniffer. If it doesnt pass the visual they usually wont even hook it up to the machines for the sniffer test.

Both inspections muct be performed at the same time even if you already passed some of it on a previous test.

I have in my shop a 4gas analyzer for smog pretesting if anyone ever needs these services.

So what about a simple carb swap? My wife's ScoutII has a 4bbl edelbrock 500cfm instead of the stock 2bbl. Will this matter for inspection in CA? Or is it just smog numbers past that point?
