The starter coil on my sammi is reading 13 volts on both positive and negative posts, is there anything that ould cause that. I have already checked the ground and it appeares that thats fine. Is there a loose wire or anyhting that could cause it?

Are you talking about the ignition coil? If you are, it will read the same voltge on both posts when the key is on and the engine is not running. The igniter coil (inside the distributor) is what interrupts power to the coil to make it fire, and it doesn't do that unless the engine is turning over. What you're seeing is normal.
