turbo shutting down under normal conditions?

any thoughts? That's what it feels like anyway. I'm driving down the highway unloaded at about 72mph, 1900rpm and the turbo stops whining, and I start slowing down. The cruise is on, and the pedal is on the floor, but I keep slowing down. I can cut the cruise off, let the accelator completely up, then press it down, and walla! I have power again. This will sometimes go on for 5-10mins, then it starts driving normally again.

99 ctd auto.

To be a little more specific, the engine doesn't shut down, there's just no boost. The motor is making some power, but not even enough to keep the truck going at 70mph. It will hold about 60 on the grade at about 1200rpm.

SO I have some thoughts on what the problem could be, but I'd like some more ideas please. Thanks.

interesting. My thoughts were more about the wastegate, but map and fuel sound like good possibilities too. I need to get some guages so I can see what's going on. It's just bone stock right now.

That dead pedal is just about exactly what was going on. The neutral thing is very familiar. That's what I do, just let off, then cram it back down and it works fine.
