when removing the rubber bushing from my 78 chevys rear shackle one side the rubber just came out, but on the other side the outer metal sleeve is starting to come out with the rubber bushing. Which way is correct?

On most I've seen the factory rubber bushings had an outer metal sleeve which needs to come out also.
