: OBD-2 Conversion - Smog Horrendous!

I recently put a 1997 OBD-2 Chevrolet 350 into my 1977 FJ-40.
After getting all of the small details worked out, such as the VSS, the Check Engine Light, etc. I ran over to the smog refereree for the certification.
The truck burned clean, and all of the components were there such as EVAP, Cats, etc.
There were no codes in the computer. All of the monitors worked out well.
The ref won't pass it becuase there was no 4L60E behind the 350!!
How do transmissions make smog? He said that he wants to see the system complete in order to perform this smog cert. He wants to see the 4wd switches, the ABS system, etc. in order to make this thing certifiable.
WTF? How does a transmission, ABS system, even a fuel pump balance module make smog?
The donor truck that gave us this motor was an automatic, and I substitituted some PNPs and NPNs for the various components of the 4L60E, thus allowing it to think there is a 4L60E there, so there would be no check engine codes, and all operations would continue normally.
Anyway, he says that there needs to be a 4L60E back there.
I called his boss, Patrick Chaund, and Patrick says that I can run this only if the donor was a stick shift configuration.
What do I do here guys?
Who else has tried this? What have you done to get through this hellish nightmare?
It is very hard to deal with someone who understands less about the system than you do, and yet is paid to pass judgement on your work.

cruiserbrett 11-02-2005, 08:46 PM You dont have alot of options anymore. that is the way the law is written in all honesty, but for the most part referees let it slide more often than not.
Simply put, if the aldl link shows that the ecm was meant for an auto you need an auto. Tricking the ecm into working without the auto there is defeating the emmisions b/c the auto and manual ecms are programmed differently interms of fuel/spark maps and emmisions monitoring statuses. If you can find another ecm that came from a manual tranny that would help out.
I was privy to this info, and found a TPI 305 with a manual. I kept the vin number and all the info from the car just for this purpose...The referees in SD were super cool, and helped out, but I went there before starting the conversion and got the low down on what they looked for.
ranger 11-02-2005, 10:42 PM Serious PITA! Thats why I always opted for rigs that were smog exempt. I'm not even sure a referee can help you on this one.

go to the junk yard looking for a three fitty and a manual. buy the title and the computer. install, and go back. now its from a manual trans and you have the "proof" it came out of that truck.
that is some stupid shit there.....im sure the engine you put in there burns a hell of a lot better than your old carb'ed junk...and its way more efficiant.lol
Propane 11-03-2005, 05:40 AM Yeah-california:mad3: We do propane kits only on older, higher polluting vehicles. Cali won't let us do anything there. So there are a ton of vehicles sitting around or draining their owners wallets to get them past smog. Kaulifornia is way retarted:shaking:
Adam McLaughlin 11-03-2005, 06:24 AM This IS ridiculous. Now I have to go visit Chevrolet, and see what I can do about scaring up a manual transmissions computer and subject vin.
Interesting side note:
I have done this conversion 3x with this same guy before, but all on Chevrolet chassis.
The last one I did, was a 1989 TBI truck that I put a 1997 Vortec 350 into.
I did the same thing, I swapped in a computer that I had hardware "moddedd" to think the 4L60E was still there. That way I could still run the 700R4 that I had installed behind the vortec 350.
It's not that I am scared of the electronics, I *just* rebuilt that 700R4, and I didn't want to throw it out because the silly computer wanted a 4L60E.
I wrote the governor a letter asking him to change the law, I would like to see it written so that the truck can pass if it burns clean out thre tailpipe, and passess the "shed" test for the other emissions, such as the EVAP stuff etc.
But that might ask the state to hire people whom have the capability to think.....

In fact I just got a smog test and inspection this week for a cube of budwiser. In Utah though. in cali?

My sister's boyfriend is in A.A., and so is the guy who does the smog referee job. I think it's part of his program to be obsessive.
WTF am I supposed to do here? There is no way I can swap all of that ABS, crap etc. into this cruiser's engine bay.
I am going to try to pass it under him by configuring the motor for a manual transmission.... Please let this pass! This is getting old. It really feels like he's being malicious.
When, in reality, it appears as though he doesn't know what to make of it. I can tell you that he did disclose that he has never seen an OBD-2 swap yet...

I think it's actually to be "honest". Everything I've read above says he's just applying the rules as they are written.
Maybe you can make the necessary modifications for it to show as a manual trans engine and get his boss (as you have talked to him already) to be the referee(?)
