isuzu troope question

my sister just recently bought her first car...a 1992 or 1993 isuzu trooper...one or the other. anyways, she has a little bit of rust on the fender, on the bottom edge. my dad wants to know of there are any fender flares out there that he could cut out the metal, and out a flare over it so it looks better.

he doesnt want anything drastically wide, just something to get rid of the rust.

any help would be great, ive tried searching, but havent had much luck yet.
