Rebuilt 4L60 won't go into overdrive [Archive]

I posted this in the Chevy forum but didn't get any response so I thought that I would try here...

My father and I recently rebuilt the 91 4L60 in his FJ40. It is back in now and it shifts fine for the 1-2 shift and 2-3 shift but it won't go into overdrive. Anyone have any ideas why? We have been adjusting the govenor weights and the TV cable and that seems to change the RPM and firmness of the shifts but it still won't go into overdrive. Are we way off here? :confused: Thanks in advance for the help!
