CLR stands for Center Line Radius. This is the Radius down the center of the tube. In other words it is the inside radius + 1/2 diameter of tube.
The CLR is what the die is machined too, however, in reality your material will end up having a slightly larger CLR due to spring back. When the material "springs open" it will increase your CLR. Typically the CLR you get in your part will end up about 5% to 10% larger than what the die is labeled.
You will want to get the smallest CLR as you can, however, the smaller the CLR the more likely it will wrinkle thinner walled tube or pipe. Each manufacture will have its rule of thumb for what you need.

To clarify a little...the CLR is the bend radius, as measured from the center rotation point of the die to the middle of the tubing. In other words, how tight of a bend the die will make.

Ive got both large and small CLR's and for a cage the smallest looks the best.
