Looks like to me the #90589 tilts to seat/unseat up to 38" tires where the other does not.

basicaly the second one has the arm tilt. THis lets you leave it adjusted for a specific rim and not need to reset it a bunch. It helps a ton in a comercial world but probably not going to matter in casual use. Tilting arms are MUCH faster
