Will the Magnum heads off a late (1996) 360 work on a early (1982) 360 or did they change head bolt or water passage locations or something else?

They will work, but the rockers oil through the pushrods on the new ones, so you need the proper pushrods and lifters. Unfortunately your '82 is pre-roller (I think) so the lifter bores in the block are too short to use a hydraulic roller. The fix is lifters for a few years' run Jeep engines; Chrysler ran out of the old-style heads first, so used up the older blocks with the newer heads in Jeeps that came with flat-tappet cams, hollow pushrods, and the correct lifters for what you want to do. I can't remember what years; it's in a book at home, buried under all the rubble from moving, but a knowledgable parts place should be able to help. Also won't need to retain a cam that has oil holes and grooves in the #3 and #4 bearing journal, since the Magnum heads have pedestal-mount rockers instead of shafts (but won't need to change the cam just for this, either).

Since the ports are different in the Magnums, you'll need an intake manifold that matches the Magnum heads (Mopar Performance has them, uses them on crate engines) and - I think - different exhaust manifolds or headers. It MAY be possible to use some headers on either head but I'm not sure about this.

edit - You'll also need valve covers; the old ones have five bolts and the new ones have ten.

need the new intake cause the bolts go in straight up and down instead of at an angle. exhaust will work, same patterns. i believe lifters from a 401 will have the .904 base circle and have oiling through the lifter. you'll need custom length amc style pushrods also.:D

Thanks for the info guys:beer::beer:
I found out the magnum engine I got is a 318. Do the 360 and 318 magnum engines use the same heads?

Yeah, they're the same heads. Had to check to make sure. ;)
