2. Measure the 1999 Dodge Ram
3. Go sit down because you realize you are in way over your head already.

No I just need to get some measurements of a tube bumper that someone has already made. I am not sure where to mount it to the frame and how to cover the radiator.

What measurements you want?? I could get them tomorrow or sunday

Why don't you just get a tape measure and start measuring? What I do when I'm building a bumper is make a picture of the front of the grill drawn or photoshopped, then measure each dimension of several parts (headlights, grill, bumper, hood). The more you measure the more accurate you can be.

Also just a note, the answer is not to put a big fawkin tube on the front of a 99 truck, cause man, that's gonna be real real ugly.
