What is the max degree can I roll the diff? I am sitting pretty flat right now and my drive line is also follows the frame rail.

With a CV drive shaft? If so then you want the pinion angle about 1 or 2 degrees pointing below the driveline angle.

even if that is at 35 degrees? and how much can I roll before R&P are at risk of being starved from fluid?

I ain't no expert but speaking from my limited experience with my ford. As you rotate the pinion up so goes the fill plug = more gear oil. I'd hope an expert would check in though on the oiling issue.

Yes, if you have a CV jointed driveline what I previously mentioned works best to eliminate wear of u-joints and vibration.

to much oil is worse then not enough, cuz youll blow out all your seals and then get water/dirt inside and kill everything, keep that in mind

I dont have a rear driveshaft yet. I need to make my angles a little better, according to High Angle Driveline.
