It looks complicated to me but i think I might try to make one, now if i could only find the plans for a plasma cutter.....

Well it sounds like a cool project, that is if your an Electrical Engineer.
For the amount of time spent on this project you could make more money at work putting in overtime.
I say just buy a Tig and plasma, and make monthly payments.

You don't have to start with a 'complete' TIG setup either... you can get there adding/building one component at a time.

Adding DC is almost a no-brainer... just need a few diodes.
An HF box can be purchased separately too.
