This may sound ignorant but,
on a Saginaw power steering do you check the fluid level with car running or engine off?
Just put a new pump in and I want to get the fluid level right.

Either way. If the fluid level rises when you shut it off, there is still air in the system.

check it with it off.
I am always afraid to loose a finger reaching in close to those belts. I freind in high school did just that.
