What are some good ways to keep the theives from taking the winch? I'm looking for some ideas. I don't want it to be permanent to the bumper, just not quickly removed. The only thing I have seen was some bolts that go through a hawse fairlead that are flush with the surface of the fairlead. pics would be good. thanks.

11ga steel and a regular tumbler lock  one ball-peen hammer hit and that fucker is toast :shaking:
Do what the others have said: weld a pipe cap over it or weld the nuts/bolts.
On mine the winch is set so far INTO the grill and into the bumper that it took me a good hour to put it in there and I knew where the holes were  and it required me to modify some wrenches to actualy fit in there to tighten the nuts.
The harder you make it for a thief the more they will look somewhere else.
