Pima County Seeks Operator for Pima Motorsports Park

Tucson, Arizona - The Pima County Natural Resources, Parks and Recreation Department announced today that Pima County has launched a national search for an operator for its new 640-acre Pima Motorsports Park (PMP) facility, which is located a short distance southeast of the city of Tucson adjacent to the Pima County Fairgrounds. PMP, which originally opened on July 4, 2001 after several years of development, closed temporarily in February when the first operator was unable to continue. PMP is Arizona’s first urban off-highway vehicle park, and is a first-class facility in all respects. The park was created to provide recreation, competition and training opportunities for dirt bike, ATV, and 4x4 enthusiasts, and serves metro Tucson and Pima County, which has a combined population of 870,610.

Pima County is seeking a qualified operator to manage all aspects of the park. The successful candidate will be provided with an opportunity to lease the park under very favorable terms from Pima County, and be in charge of the park’s recreation, competition, and concessions operations. The operator will have the authority to promote events and make the park’s facilities available to other promoters of races and special events. The opportunity to manage the park will be offered through a Request for Proposals (RFP) process that will be advertised in southern Arizona beginning on May 10, 2002. The due date for the submission of proposals is June 17, 2002. Prior to the release of the RFP, an open house event will be conducted at the park to provide prospective operators with a chance to examine the park and ask questions. The open house event will be held on Saturday, May 4, 2002 at 10:00 a.m. Information packages and copies of the lease will be available for review.

PMP features four motocross tracks (including a main motocross track with a control tower), an ATV recreation area, a 4x4 recreation area with a challenging two-stage rock crawl, sand pit and mud bog, an ATV and dirt bike training range, and a five-mile loop trail. The park also features a 2,500 square foot Education Center building that includes a large training room, conference rooms and a spacious park manager’s office. Pima County recently received a $478,000 grant for the development of the second phase of the park, which will include the addition of a professional lighting system for the main motocross track, water system improvements, bleachers, access road paving, landscaping, and more. According to Steve Anderson, parks planner for the Pima County Natural Resources, Parks and Recreation Department, the potential of the park is virtually unlimited. “There are considerable opportunities to further develop the park’s existing tracks and riding areas, as well as opportunities to create new facilities at the park for other forms of OHV activity and competition. Pima Motorsports Park
Fact Sheet

Pima Motorsports Park consists of a variety of features and facilities intended to serve the recreation and competition needs of a wide range of off-highway vehicle enthusiasts. These features and facilities are as follows:

Existing Facilities (Constructed in Phase I):

1. Motocross Complex. PMP’s motocross facilities include:
· A main motocross track .8 mile in length (with room to expand), fully fenced, with concrete starting pad.
· A two-story concrete block control tower for the main motocross track.
· A 50cc motocross track for young riders and beginners.
· An 80cc motocross track for faster young riders.
· A “vintage” motocross track for riders with older bikes with shorter-travel suspension.
· Two large 20’ x 28’ ramadas on concrete pads.

2. ATV Recreation Area. The park’s ATV Recreation Area consists of:
· An ATV flat track.
· An ATV TT track.
· An ATV motocross track.
· Two 16 x 16 ramadas.
· Additional room to expand the facility.

3. 4x4 Recreation Area. PMP’s features for 4x4 enthusiasts include:
· A challenging two-stage rock crawl.
· A large mud bog area.
· A tire pit.
· A sand pit.
· Considerable room for expansion and enhancement.

4. Rider-Driver Training Area. The provision of ATV, motorcycle and 4x4 training opportunities is a major focus of Pima Motorsports Park. PMP includes a large, compacted training area complete with a large training hill at the west end of the range.

5. Five-Mile Loop Trail. The park’s recreation facilities also include a five mile loop trail that can be used for recreational riding and training.

6. Education Center Building. One of the park’s most versatile features is its 2,500 square foot Education Center, which includes a large training/event room, two conference rooms, a spacious manager’s office, restrooms, and a covered patio at the rear of the building.

7. Infrastructure. The park’s recently-installed infrastructure will be sufficient to serve the needs of the park for many years into the future, and includes telecom capacity for up to two dozen phone lines, three large transformers with 440-volt service, and a water well with an 80,000 gallon tank and water-truck filling facilities. Each of the park’s recreation areas is fully fenced and gated.

New Facilities to be Developed in Phase II:

1. Motocross Track Lighting System. A professional-level lighting system is presently under design for the park’s main motocross track. The lighting system is expected to be installed this year.

2. Water System Improvements. The park’s Phase II program includes the extension of water lines to the main motocross track, where the lines will be linked to eight hose bibs located around the track to facilitate track watering using large hoses.

3. Access Road Paving. The dirt roads that provide access to the park’s motocross complex, ATV and 4x4 recreation areas will be paved as a part of the second phase of the park’s development.

4. Bleachers. A minimum of three sets of five-tier bleachers will be
purchased for the main motocross track in Phase II.

5. Landscaping. Fifty native mesquite trees will be installed at the park in Phase II.
