how do I setup the backlash without using the special tool that goes through the axle tube?

I don't think you can. You could find the correct size nut and weld it onto a long piece of tubing but in that case, you may as well just buy the special tool for the 30 bucks. Where are you, I am in southern NH. I have got one laying around that I will never use again. I bought it from Randy's a while ago.
