I've got an '88 TBI 350/SM465 combo in my CJ7. The prom on it is from an '88 Blazer with the TBI350/SM465 combo. The motor runs great at idle and revs freely but stumbles just off idle. The EGR valve was replaced and there was no change. There is also a new O2 sensor on it. It doesn't show any codes.
What else could it be?

Check for intake vacuum leaks. Also check for electrical. Cap, rotor, wires plugs (in that order).

I've been over it for vacuum leaks but I'll check again. The cap, rotor, wires, and plugs are new.

If all else checks out, the only thing left that I would check would be TPS. If it has a bad spot on it, you might be opening the throttle, but the engine doesn't know it yet????

Not too long ago the '87 (TPI) camaro was doing the same thing. Turned out the fuel pump was sucking the strainer into itself. It never showed any codes and replaced all the things you did. The fuel pressure always showed fine. It took taking down the tank and pulling the fuel pump to find it. PIA, but it might be worth a look.
Make sure its not the throttle-cable itself. The profile of the cam on the throttle blades might be too steep for your combo. Howell and turbo-city both sell new ones that are smoother ramping. Does the stumble happen when you rev it by hand, and not the cable?
