Is a dana 30 froom a TJ exactly the same as a 97 up Cherokee Dana 30? Are the brackets and everything in the same place? Doing an Axle swap and wanted to know if I could use the brackets or not.

Yes. bolts right in. Look for a non-CAD model. Otherwise you'll have the 2 piece axel shaft to deal with.
