It is called a Gov Loc and it really is a locker. It can provide a positve lock if it is working properly.

Unfortunately, they wear out and break easily. They aren't for hard wheelin, big tires or big power.

I've heard of them breaking with stock motors and stock tires on Daily Drivers

Pretty sure that the Gov-lock was not invented in '74. Prior to the Gov-lock they used a regular Eaton clutch type limited slip as stated above, not a locker.
