What are the rules for TTC competitors about pre-running the courses for Top Truck?

I am pretty sure they don't let you run any of the stuff ahead of time. I don't think you even get to see most of it ahead of time.

I'm kind of assuming they close the park a ahead of time to work on the course. From what I hear, they change a lot of stuff around for the TTC.

For the last year event they basically just made things a bit harder. They dug out between the logs on the frame twister and filled the holes with water (the holes were about 20+ inches deep between the logs). They added a whole lot of water to the mud pit. They also added water to the tank trap. I don't think they did anything to the hill climb. Last year they used truck/competition hill.

I was under the impression that pre-running of HH is not allowed. Yes/No

Well, I've never been there, so it'll all be new to me.. changed or not.

Yup, frame twister is nearly impassable after TTC. The logs are sopping wet and the mud in between them is very deep.
