THIS IS A BAD BILL AND THE ORIGINAL ALERT STANDS!! -

OK people - I did the homework and THIS IS A BAD BILL!!!!! It puts the NPS (national park service) in charge of more land....they can't handle what they have, and do not manage it for true multiple use... everything in the original alert seems correct, and I would say let this guy, Larry Hojo, know his sugar coating isn't going to work this time and he'll have to find another bill to line his pockets with and make his legacy!






**CRISIS ALERT!!! *** CRISIS ALERT!!! **

THIS Wednesday, May 22, in the House of Representatives Resources
Committee,
there will be a vote on HR 2388, the Heritage Areas Act!!!

This bill will simplify the process for establishing "Heritage Areas" all
across the United States. "Heritage Areas" are a new form of federal land
use control, and HR 2388 will establish an easy to follow format for
creating new ones. It is the environmentalists dream.


*** SEE BELOW *** THREE ACTION ITEMS!!!!!

The "Heritage Area" program will be run by the National Park Service - this
is the same agency that:

-----1. allows forest fires to run wild and burn down people's homes;

-----2. condemns private property whenever possible;

-----3. and claims huge areas as endangered species habitat so it can
eliminate
recreational use of public lands, from picnics to off road driving.

The National Park Service also has a five BILLION dollar maintenance
backlog - everything from potholes in roads to overflowing sewer systems
fouling the rivers. And yet this agency is constantly grabbing for new
power, when it plainly cannot handle the empire it already controls.

So that is who will be in charge of this new federal land use control
program, the National Park Service, an arrogant and irresponsible federal
land management agency.

The Heritage Areas Act proposes to extend federal control over local
zoning,
in exchange for federal grant money going to local communities.
Politicians
see it as a pork barrel spending program to benefit their districts.

However, most of the cash goes to local environmental groups to wreak havoc
on local economies, damage agricultural production and shut down
recreational and commercial access to public lands.

There is NO notification to landowners when their property comes under
federal zoning control - you just find out when you try to install a
swimming pool, re-gravel your driveway or fix your fences.

HR 2388 CLAIMS to be a program for local communities to encourage the
promotion of economic development and tourism. HOWEVER, communities are in
for a rude surprise, because:

Incredibly, HR 2388 is sponsored by REPUBLICAN congressman Joel Hefley.
Hefley has been in Congress for a long time - probably for too long - and
may be considering retiring.

Hefley is looking for a "legacy" - something to be remembered by. And so
he
has chosen to sacrifice YOUR property rights so HE can look good in front
of
the liberal newspaper editorial boards with this Heritage Areas bill!

Ya know I wish that some of the orgs would get this stuff out!
Stefan (last pres and current vice pres) from Southern would send this sort of thing out when he got it. I wish the org's would get their act together get this stuff out better. Seems to me that it would be easy enough for United to get this to the regionals and the regionals to get it down to club presidents. I get this stuff faster from here than any other place.

Congressman Joel Hefley of Colorado is leading the latest attack on private
property rights - bill number HR 2388 - which is being considered TODAY -
Wednesday, May 22!!!

The House of Representatives Resources Committee is voting THIS afternoon
- Wednesday - on HR 2388, called the "Heritage Areas Act." This will
establish a new program for federal overrides of local zoning laws.

WHY is Rep. Hefley sponsoring this disaster when he is a
REPUBLICAN!!?!?!?!?! The reason is because he is in "Legacy Mode." He is
nearing the end of his time in Congress, and he wants legislation for the
media elite to remember him by. He wants to be praised and patted on the
head by liberal editorial boards and the liberal media.

So YOU get the short straw because Joel Hefley wants to have a
legacy!!!!!!!!!

During hearings on this bill, Congressman Hefley REFUSED to allow any
testimony from opponents of his pet bill. He rejected requests to testify
from more than ten property rights organizations, while allowing several
leftwing landgrabbing enviro outfits to testify in support of his bill.

Here is what Carol LaGrasse of the Property Rights Foundation of America
WOULD have said about HR 2388 - IF she had been permitted to testify:

"Heritage Areas require a contract between the state government regional
entity and the U.S. Secretary of Interior to manage the land-use of the
region for preservation. This means federal control of zoning, either
directly, by the terms of the "management compact," or indirectly, by the
use of funds dispensed by preservation agencies to influence zoning under a
seductive porkbarrel system. The iron-clad zoning is enforced locally,
with
home-rule seemingly preserved, but private property owners' rights
diminished and locally generated land-use patterns foreclosed."

HERE ARE Rep. Joel Hefley's henchmen, the three staff people who - behind
the scenes - made sure that private property rights protection was
EXCLUDED from HR 2388.

*** Rob Howarth is actually upset that - get this - he did not give his

on HR 2388. He is the one primarily responsible for shutting out any and
all testimony opposing the bill.
