I had that same thing on my manifold on my 350 in my 79 blazer.
it was the inlet/outlet for the choke on my carb.
It had a EGR type of smog carb. (dont like them)
what i did was i removed that manifold and got one from a 74 chevy. In 74 they didnt have all the smog junk and EGR and stuff.
Cast steel manifolds are super cheap at my local wreckers, $15.
Or if you have the cash to spend, you could get a aluminum manifold.Hope this helps you.

Its not just 74. I think any of the early 350's that only had to meet Federal emissions did not have EGR. I know all California emissions 350's had EGR. I could be wrong but this has been my experience.
