My 86 4runner has sluggish brakes even with new rotor's and pads. It has a 4inch lift and 33's on it. What can I do to improve the braking? Should I do the rear disc swap, is it a hard install?

Define 'sluggish' for us.

sluggish:1.dull,inactive,lazy and indolent 2.inactive,slow,torpid.

the breaking sensitivity is weak, I feal like it takes longer to come to a complet stop then before the lift and larger tires.

Have you considered relocating the valve lever arm? Moving it up higher increases the rear system pressure.
