Ok i spent all day yesterday replacing a exhaust manifold on my TJ, i made sure everything is plugged back in and all vacuum lines are in the right place, but now when i start it, it just idles at around 2,500, i have checked tps, IAC, MAP, and both o2's and i really cant find out what is wrong with it. it does not throw a MIL, and the throttle is very very touchy. Also checked the throttle cables and they are just like they where before. i need help bad... :(

Did you remove your throttle cable to insure the throttle is closing all the way? Also, try blocking the air by-pass port for the IAC (top, front on the throttle body). The only way your engine can rev faster than ~600 RPM is if the throttle plate is off its stop, or the IAC is open farther than the ECM wants it to be.

the throttle cable isnt limiting the throttle plate at all, and i tryed blocking off the IAC inlet inside of the throttle body and it didnt drop RPM's or anything.

You have an air leak around the throttle body or the manifold where it mounts to the head.
Is the manifold seated properly?
It is common for those inexperienced or unaware, that it is easy to not have the locating dowels properly align the manifold during assembly. When assembled if you tighten it down, it can crack the intake manifold. Causing a large vacumn leak.
Try climbing underneath and looking up to see if the intake manifold is seated properly.

Recheck the manifold bolts - if you followed the tightening sequence, the bottom center (first in the sequence) ones may loosen up after warming the exhaust manifold - mine did !

i hooked up my vacuum gauge and everything is in spec but ill check bolt tightness, and yes i did tourqe to sequence.

If it's idling that high, it is a huge vacuum leak. I would bet the intake was not seated properly as stated above. You can probably hear it sucking.
