so having a key with the little chip at the base doesn't effect anything? i was under the impression that it was coded somehow and i couldn't just do that.
thanks for the reply.

The dealer should be able to cut you a key just give them the VIN this only works if the lock cylinder is original they will have the chip code and key code to cut a key. I need the year of the vehicle and maybe i can help you get by the security system.

The "chip" in the key is just a simple resistor. You can bypass the VATS system (or a Passlock system for that matter) by using a simple resistor and relay if you know what the resistance value of the original key is. Unfortunately, you lost the key so you're kind of screwed there.
As was mentioned already, take the vin number to the dealership and get a new key cut. It shouldn't be too expensive. I think that last time I did this for someone it cost somewhere around $30. It would be worth it even if the lock cylinder had been changed because you could at least get the resistance value so you could bypass the anti theft system and use a normal key.

Are you just trying to crank it, or actually start it?
If you just want to crank it, run 12V to the starter...
